This handbook presents the state of the art of quantitative methods and models to understand and assess the science and technology system. Focusing on various aspects of the development and application of indicators derived from data on scholarly publications, patents and electronic communications, the individual chapters, written by leading experts, discuss theoretical and methodological issues, illustrate applications, highlight their policy context and relevance, and point to future research directions. It has long been observed that human protein‐coding genes have a particular distribution of GC‐content: the 5′ end of these genes has high GC‐content while the 3′ end has low GC‐content. In 2012, it was proposed that this pattern of GC‐content could act as an mRNA identity feature that would lead to it being better recognized by the cellular machinery to promote its nuclear export. In contrast, junk RNA, which largely lacks this feature, would be retained in the nucleus and (...) targeted for decay. Now two recent papers have provided evidence that GC‐content does promote the nuclear export of many mRNAs in human cells. (shrink)

The growth of knowledge and its effects on the practice of medicine have been issues of philosophical and ethical interest for several decades and will remain so for many years to come. The outline of the present volume was conceived nearly three years ago. In 1987, a conference on this theme was held in Maastricht, the Netherlands, on the occasion of the founding of the European Society for Philosophy of Medicine and Health Care (ESPMH). Most of the chapters of this (...) book are derived from papers presented at that meeting, and for the purpose of editing the book Stuart Spicker, Ph. D., joined two founding members of ESPMH, Henk ten Have and Gerrit Kimsma. The three of them successfully brought together a number of interesting contribu tions to the theme, and ESPMH is grateful and proud to have initiated the production of this volume. The Society intends that annual meetings be held in different European countries on a rotating basis and to publish volumes related to these meetings whenever feasible. In 1988, the second conference was held in Aarhus, Denmark on "Values in Medical Decision Making and Resource Allocation in Health Care". In 1989, a meeting was held in Czestochowa, Poland, on "European Traditions in Philosophy of Medicine. From Brentano to Bieganski". Health technology assessment (HTA) is often biased in the sense that it neglects relevant perspectives on the technology in question. To incorporate different perspectives in HTA, we should pursue agreement about what are relevant, plausible, and feasible research questions; interactive technology assessment (iTA) might be suitable for this goal. In this way a kind of procedural ethics is established. Currently, ethics too often is focussed on the application of general principles, which leaves a lot of confusion as to what really (...) is the matter in specific cases; in an iTA clashes of values should not be approached by use of such ethics. Instead, casuistry, as a tool used within the framework of iTA, should help to articulate and clarify what is the matter, as to make room for explication and consensus building. (shrink)

Nelson Mandela was als leider van de bevrijdingsbeweging ANC, na zijn langdurige gevangenschap op Robbeneiland, sterk door ubuntu geïnspireerd. Het gaf hem moed om met de witte minderheidsregering gesprekken aan te gaan om het discriminerende (...) systeem van Apartheid te overwinnen. Tussen zijn vrijlating in 1990 en de eerste non-raciale verkiezingen in 1994 balanceerde Zuid-Afrika op de rand van een bloedige burgeroorlog. Met geduld en vasthoudendheid wist Mandela echter zijn verzoeningsstrategie door te zetten en een catastrofe te voorkomen. A teoria do mercado religioso parte da constatação do pluralismo religioso e chega à conclusão que, em tal situação, religião se torna um assunto de escolha pessoal ou familiar e se estabelece uma situação de concorrência entre as religiões subordinada à lógica da economia de mercado. Assim, as religiões reduzidas à esfera da vida privada não podem mais realizar a função tradicional das religiões de legitimar a totalidade da ordem social. Teologia e economia.The theory of the religious market begins with the observation of religious pluralism and comes to the conclusion that, in this situation, religion becomes a matter of personal or family choice and it is established a situation of competition among religions subordinated to the logic of the market economy. Thus, religions reduced to the sphere of private life can no longer perform the traditional role of religions in legitimizing the whole social order. This article analyzes the thesis of the subordination of religion to the logic of the market economy and puts forward the hypothesis that the traditional function of the religion of "absolutizing the relative and legitimizing the arbitrary" is exercised today by the capitalist market system itself; and, because of that, the logic of the market economy has become the "natural” way of thinking today, even to think about religion. To this purpose, it dialogues mainly with the thought of P. Berger, P. Bourdieu, M. Weber, W. Benjamin, K. Marx, F. Hinkelammert and H. Hodgkin and Huxley’s model of the action potential is an apparent dream case of covering‐law explanation in biology. The model includes laws of physics and chemistry that, coupled with details about antecedent and background conditions, can be used to derive features of the action potential. Hodgkin and Huxley insist that their model is not an explanation. This suggests either that subsuming a phenomenon under physical laws is insufficient to explain it or that Hodgkin and Huxley were wrong. Claparède′s report of a case of amnesic syndrome is an early example of the cognitive neuropsychology paradigm, by which studies of brain-damaged patients are used to shed light on the nature of normal mental processes. The case illustrates the selective impairment of episodic memory, with procedural and semantic memory remaining intact. Moreover, the several demonstrations of preserved learning during amnesia comprise an early illustration of the dissociation between explicit and implict memory. However, its greatest contemporary relevance is for theories of (...) conscious recollection. Claparède underscored the role of the self, viewed as a knowledge structure, in conscious mental life, and he drew attention to three different modes of recognition: remembering, inferring, and knowing. In this paper, we propose two four-base related 2D curves of DNA primary sequences and their corresponding single-base related 2D curves. The constructions of these graphical curves are based on the assignments of individual base to four different sinusoidal functions; then by connecting all these points on these four sinusoidal functions, we can get the F-B curves; similarly, by connecting the points on each of the four sinusoidal functions, we get the single-base related 2D curves. The proposed 2D curves are (...) all strictly non degenerate. Then, a 8-component characteristic vector is constructed to compare similarity among DNA sequences from different species based on a normalized geometrical centers of the proposed curves. As examples, we examine similarity among the coding sequences of the first exon of beta-globin gene from eleven species, similarity of cDNA sequences of beta-globin gene from eight species, and similarity of the whole mitochondrial genomes of 18 eutherian mammals. The experimental results well demonstrate the effectiveness of the proposed method. (shrink)

This collection of 17 articles offers an overview of the philosophical activities of a group of philosophers (who have been) working at the Groningen University. The meta-methodological assumption which unifies the research of this group, holds that there is a way to do philosophy which is a middle course between abstract normative philosophy of science and descriptive social studies of science. On the one hand it is argued with social studies of science that philosophy should take notice of what scientists (...) actually do. On the other hand, however, it is claimed that philosophy can and should aim to reveal cognitive patterns in the processes and products of scientific and common sense knowledge. Since it is thought that those patterns can function as guidelines in new research and/or in research in other disciplines, philosophy can nevertheless hold on to the normative aim which is characteristic of 'classical' philosophy of science. Compared to this common assumption, there is a diversity of subjects. Some papers deal with general problems of science, knowledge, cognition and argumentation, others with topics relating to foundational problems of particular sciences. Therefore this volume is of interest to philosophers of science, to philosophers of knowledge and argumentation in general, to philosophers of mind, as well as for scientists working in the physical and applied sciences, biology, psychology and economy who are interested in the foundations of their disciplines. Three experiments examined whether the mere priming of potential action effects enhances people’s feeling of causing these effects when they occur. In a computer task, participants and the computer independently moved a rapidly moving square on a display. Participants had to press a key, thereby stopping the movement. However, the participant or the computer could have caused the square to stop on the observed position, and accordingly, the stopped position of the square could be conceived of as the potential effect (...) resulting from participants’ action of pressing the stop key. The location of this position was primed or not just before participants had to stop the movement. Results showed that priming of the position enhanced experienced authorship of stopping the square. Additional experimentation demonstrated that this priming of agency was not mediated by the goal or intention to produce the effect. (shrink)

However, not only the phenomena emerge from the quantum fields, the law of the conservation of energy must have its origin from the same spatial structure. This paper describes the relations between the main law of physics and the mathematical structure of the “aggregated” quantum fields.

In this paper we have two aims: first, to draw attention to the close connexion between interpretation and scientific understanding; second, to give a detailed account of how theories without a spacetime can be interpreted, and so of how they can be understood. In order to do so, we of course need an account of what is meant by a theory ‘without a spacetime’: which we also provide in this paper. We describe three tools, used by physicists, aimed at constructing (...) interpretations which are adequate for the goal of understanding. We analyse examples from high-energy physics illustrating how physicists use these tools to construct interpretations and thereby attain understanding. The examples are: the ’t Hooft approximation of gauge theories, random matrix models, causal sets, loop quantum gravity, and group field theory. (shrink)

In the context of his theory of numberings, Ershov showed that Kleene's recursion theorem holds for any precomplete numbering. We discuss various generalizations of this result. Among other things, we show that Arslanov's completeness criterion also holds for every precomplete numbering, and we discuss the relation with Visser's ADN theorem, as well as the uniformity or nonuniformity of the various fixed point theorems. Finally, we base numberings on partial combinatory algebras and prove a generalization of Ershov's theorem in this context.

Health research has increased during the last decade, which has enhanced the importance of research ethics. However, little is known regarding the knowledge, awareness, attitudes, and practices of investigators in Myanmar. To assess awareness, knowledge, and attitudes of post-graduates regarding research ethics and research ethics committees (RECs) and their informed consent practices and to determine the association between their responses and certain independent factors. We conducted a cross-sectional study using a questionnaire that was distributed to a convenience sample of post-graduates (...) at the Defence Services Medical Academy in Myanmar. We used descriptive, t test, and chi-square statistics to analyze the data. Significance was set at p < 0.05. We obtained surveys from 204 participants, which included 177 MSc and 27 PhDs of whom 63.6% had performed research and 86.5% had prior ethics training. Regarding awareness, 92.2% were aware of an REC at their academy, but only 47.1% were “fully aware” of the functions of an REC and only 52.9% stated they were familiar with ethical principles that govern human subject research. More than 90% thought that research involving human subjects should be submitted to an REC and that post-graduates should have training on research ethics. However, several of their attitudes were sub-optimal; for example, 20.2% said that informed consent is only necessary from the community leader of a village rather than from the individual, 32.8% agreed it is acceptable to fabricate research data, and 33.0% believed that ethical review of research should be restricted to international collaborative research. Calculated mean total attitude scores were statistically significantly higher in post-graduates with PhDs compared with those with MSc and higher in those with knowledge of research ethics principles compared with those lacking such knowledge. Significant gaps exist among post-graduates regarding their knowledge, awareness, and attitudes regarding research ethics and RECs. We recommend that post-graduates receive further training in research ethics to ensure the ethical conduct of research. Further studies should be performed to determine the generalizability of our findings to other institutions in Myanmar. (shrink)

Zusammenfassung Sportökonomen empfehlen dem europäischen Profifußball eine Rezeption der Kooperationsdesigns der US-amerikanischen Profiligen, da diese als Prototyp eines langfristig überlebensfähigen Meisterschaftsbetriebs angesehen werden. Der vorliegende Beitrag argumentiert auf der Basis einer Rekonstruktion der Entwicklung der Zentralvermarktung der Fußball-Bundesliga, dass dem deutschen Profifußball diese Option versperrt ist, da die politischen Anspruchsgruppen des Fußballs die Bewahrung des europäischen Sportmodells einfordern. Zugleich hat das Zusammenspiel von politischen Regulierungsbemühungen und Medienentwicklung zur Einführung eines höchst problematischen Wettbewerbsdesigns im europäischen Profifußball geführt, das aber schwer veränderbar (...) erscheint. Zusammenfassung Zu den gegenwärtig am intensivsten diskutierten Themen der Politikwissenschaft gehört die Debatte um den Aufstieg des Regulierungsstaates. Während einige Autoren den Regulierungsstaat für eine neue „intelligente“ Form von Staatlichkeit halten, die ihre Politikziele durch eine geschickte Architektur von Regulierungsregimen erreicht, verweisen andere Autoren auf seine Tendenz zur Kolonialisierung gesellschaftlicher Sektoren und zu utopischen Ambitionen. Der vorliegende Beitrag vertritt die Auffassung, dass das Vordringen staatlicher Regulierung im Sport einen kritischen Fall für die aktuelle Debatte um Konturen und Ambitionen des Regulierungsstaates (...) konstituiert, weil es sich beim Sport um einen hybriden Sektor handelt, der sowohl ein Unterhaltungsgut produziert, als auch sozialintegrative Leistungen bereitstellt. Die Fallstudie zum Aufstieg des Regulierungsstaates im englischen Fußball versucht die Thesen zu unterstützen, dass (a) die Ambitionen des Regulierungsstaates in starkem Maße kontext- und pfadabhängig sind und (b) die Fähigkeit des „intelligenten“ Regulierungsstaates begrenzt ist, Selbstregulierungsregime zu kreieren, die einen Sektor davor bewahren, von starken kommerziellen Interessen „übernommen“ zu werden. The contributions in this volume focus on the Bayesian interpretation of natural languages, which is widely used in areas of artificial intelligence, cognitive science, and computational linguistics. This is the first volume to take up topics in Bayesian Natural Language Interpretation and make proposals based on information theory, probability theory, and related fields. The methodologies offered here extend to the target semantic and pragmatic analyses of computational natural language interpretation. Bayesian approaches to natural language semantics and pragmatics are based on (...) methods from signal processing and the causal Bayesian models pioneered by especially Pearl. In signal processing, the Bayesian method finds the most probable interpretation by finding the one that maximizes the product of the prior probability and the likelihood of the interpretation.
